The name of the song is "Pai See Ler" (at least this is how I like to spell it). It is a Phutai Dialect. They used this phrase as an expression the way other Tai people use words like "Sabaidee" or "Swadee". English equavalant to this phrase is "Where are you going?" Like in many Asian languages it is not conjugated. The way it is used in the song it is in past tense. We know because the other words associated with the phrase. So the song's name in English is "Where did you go?".
