There are mathematical symbols, scientific symbols, spoken and written language are symbolic, there are also religious and theological symbolic systems. These symbolic systems all attempt to communicate. I don't know about the crime aspect. I guess if criminals use the English language in commission of crimes, you could attribute crime to that also.
