There really isn't any enemies on any world when you beat the main boss. I guess it's to signify that at that time, the heartless isn't going to be around even with the keyhole locked. I mean if anyone remembers back on the first time being at traverse town, there's not enemies after beating guard armor and he didn't even lock the keyhole. And even when you do there's still enemies on those worlds so it's kinda pointless to assume that with keyhole locked no enemies will appear.

my stragety for this boss use aero and keep hitting her when hp is low use cure if aero wheres out use it agian. easy as pie

You should have kept the mermaid kick on. Sora would have been able to swim regularly but faster with it equipped in other worlds where you have to swim.

i think that since ursula was commanding the heartless, and she was beaten or killed or h/e u want to put it, there is no one to call into the era, or maybe malificent just called the heartless back, knowing that the boss of the area was defeated
