There was a musician's strike in Hollywood during the summer of 1958, so the studio had to "score" six of their cartoons through cues from Capitol's "Hi-Q" production music library {via "compiler" John Seely)- this was one of them. A music cue that William Loose wrote was later adapted into the 'DENNIS THE MENACE" theme in '59 [Screen Gems used the same "Hi-Q" library for those episodes].
@josh9180 - it was, in a sense. This cartoon came out before Dennis' 1st episode, but apparently someone remembered it, and the official Dennis theme was a key or so off, but yes this was it.

Loved these as a kid and this one was one of my favourites.

I can remember the Hi-Q music bein' used to advertise 1 of our Chicago-area zoos, either, Brookfield, or, Lincon Park, not sure which 1.
