There's no proof that HAARP (the U.S. is only one of several countries which have it) can effect the tectonic plates. That island has had earthquakes before & one as large as this in the 19th century. The Dominican Republic was hardly effected even though they share the same island. Had this been some infernal conspiracy to bring quakes to the island, the DR would have been just as devastated. The quake effected Haiti more because of it's poor building codes, infrastructure & general chaos
