Well, i love Vega, but that's not why i'm going to agree with him on this one. Psycho Power, Soul Power and all that...It must be really shitty to fight with a woman who can kill you with a fireball, or a man that can do the same even worst. Vega can't do that, and is a bit unfair, to be honest.

The Street Fighter that i could say is really cheating is C. Viper, she doesn't even uses her body, she just electrocutes the hell out of her rivals with her especial suit.
