I don't think Dexter is really trying to deal with social injustice. He kills people for the fun of it, but he limits himself to killing people who "deserve" to keep with the code of Harry and avoid getting caught.

However, unlike the Icetruck Killer and all those other murderers, Dexter murders people who deserve it, i.e. he's a slightly classier Monster.

Furthermore, it's a lot less likely that someone will miss a murderer/serial drunk driver/drug dealer than a good, hard working citizen.
