I only use 5-6 buttons and i get just about everything to work. and yes, you can make vocaloids sing in any language, its just harder depending on how many voice bank sylables you have. If you have the right sylables for english words, then it works. Camilla Melodia speaks english japanese and spanish pretty well, probably because of how well she was made. Her creator knew she wanted her to speak different languages, so she made sounds for her voice to fit all of the languages.

Yeah it is, I'm currently in the progress of making an UTAU using my voice. the program itself is Japanese, but you dont need to know japanese to use it. I used a nifty tutorial on youtube by SingingRobotStalker to be able to use it. its really fun and easy once you get used to it.
