Cyber Akuma is cheap. His specials mostly instant KOs and he's the classic SNK hard boss. He doesn't take any skill to play. That's why Evil Dan winning is amazing.

Probably a bad package of MUGEN. You should look into downloading a premade MUGEN package from a torrent site, that way you're set from the word go.
