I don't agree. The first wave of punk was completely different from what came after. In the beginning there was much more versatility in style and sound. The Tubeway Army's first two albums were considered punk music, one album later and the band, especially lead singer Gary Numan, were considered something quite different, synthpop pioneers. In the early LA punk scene, around 77, Devo and The Germs were seen as torchbearers of the movement. Read history.
This was punk. In the early days hardcore wasn't around yet.. and punk was not yet so cliched and formulaic.. The Cure, Siouxsie and the Banshees, Devo, Gary Numan and the Tubeway Army.. all part of their prospective punk scenes in the early days.. then the punks started making rules and all became clones. Punk bands became "post-punk" then "new wave", but those were always just labels to create fads then sell records.
