You can buy Flowtechs Warlock racing mufflers and still have an exhaust system. you just pull out the stops and the "system" bypass's the muffler and dumps right out of the headers. so just because you are running open headers doesn't mean you don't have an exhaust system.

I'm near Charlotte and anything over 35 yrs I think doesn't have to be inspected at all. I think only cars 10 yrs and newer are the only ones that have to pass emissions. You hardly ever see muscle cars anymore and the cops would probably let you slide on the straight headers as long as you weren't being a dumbass. Most of them would appreciate the nastalgia of it. Its a 1970... the 71 and 72 Chevelles had the circle tail lights in the bumpers, the 68 and 69 had the square lights like thise but the werent "in" the bumper they were more on the end of the rear quarters.

HAHA California?! Buddy you need to get your sources checked out, because California is the STRICTEST state in America with vehicle emmissions. Running open headers obviously contains no catalytic converter so the vehicle would instantly fail a smog test. If you have a vehicle with open headers anywhere, chances are police will pull you over for the noise alone, let alone your vehicle not passing inspection.
