These are actually called doctor fish. So maybe the person you went to meet actually wasn't Dr.Fish, but the were actual Doctor Fish lolol. They made an appearance in the show Victorious with the name "pukka fish". Banned in most U.S. states. You must of had it done in Japan, correct?
