Something else that's being forgotten is that if the theme *was* actually being slowed down to increase the running time of the episode (which *isn't* what's happening), then the video would need to be slowed down too, otherwise the pictures would run out before the music ended. The starfield animation is running at normal speed, as is the music - any doubters should just sync the Meglos part 4 closing titles up with any other example from Tom Baker's final season to confirm this.

I've read the actual reason is that a sound effect generator was left on in the editing room when they were editing together the final part - acoustic sound (like speech) wasn't affected but music and sound effects were affected.,
I could tell that the theme was pitched down--it was the only time that the 1980 Peter Howell variation was heard in F Minor instead of the usual F-sharp Minor.
No it wasn't. It was simply a mistake, with a harmoniser accidentally left in circuit as the closing music was played out during the audio dub. Mark Ayres has confirmed this.

But to add even 30 seconds to an overrun episode by simply playing the theme slower would result in the music being *very* much lower, not just a semitone. Even if they restored the pitch via a harmoniser, the rhythm would still be very significantly slowed.
The 'deeper' music ending is on the DVD - plus a 'clean' version of Tom's starfield titles as an easter egg......
