Morihei Ueshiba had the same ability. And it doesn't matter if it's one of his students or a total stranger, he can apply the same techniques. It makes No Difference when you reach this level of Chi/Ki control. And it's also Very Rare. Most people could spend a life time trying to gain the same abilities and Fail. *Even though everyone has the Potential. Anyone can Theoretically learn this. But it's extremely unlikely. I can tread on the shores of it. After 25 years of efforts.
