Short's wrong, since his argument is not based on a rule that has been passed by FIDE. Remember that Short once withdrew from a tournament played under BCF rules (stating that a re-pairing should take place if your opponent doesn't show up). His opponent didn't show up and again he wanted a win, instead of accepting a re-pairing. Also, Short is the person responsible for the long split in the chess world. In short, Short's a troublemaker!
