Possible issues come to mind... Bluetooth might not be "activated" on your phone. On mine, sometimes I have to go into the bluetooth menu and manually turn it on, in the phone. Then I can send a file to it from OS X.
For OS X, it has everything you need built in to connect to the RAZR. For Windows, I don't know. I don't use my windows PC to interact with the phone.

I have a Razr v3, and have been trying for LONG time to connect my Mac to the phone. Everytime I try and transfer pics or sounds either way, it tells me 'Connection Failed' when I hit 'Accept'. What am I doing wrong? I have latest OS and the software version on the phone is NEWC_01.09.02. Any ideas?
You don't happen to be using your RAZR through Verizon, do you? For some reason, they disable bluetooth transfers on their RAZR phones - or so I've been told.
Yes, it can. But the quality of the video is so poor and the length of the clip so short, its hardly worth mentioning. It can only record videos about 3 seconds long. If you want a phone that can record videos, I probably wouldn't recommend the RAZR V3. (Perhaps the V3i and other V3x models improve this, I don't know.)
If you go into the settings some ware, you can make the vids longer but hes right at 0.3megapixels it ass, and the videos still aren't long enough when you put it to unlimited time, it doesn't seem very unlimited to me!

Everytime I try to send anything to it, it ALWAYS says "Failed: Connection Interrupted" and I did NOTHING to interrupt it. I hate my phone

I took me less than a minute to sync my Motorola PEBL with my Mac via Bluetooth for the first time. It was insanely easy.
