You have to finish the game with "Chaos" alignment ending (where Dahn lives at the end) and then in second cycle started with your clear data you can take on Lucifer case files, then fight and fuse Lucifer after the last case file.
Go out on the world map in Ch7 after you fight Astaroth and/or Camael and if your Raidou icon spins counter-clockwise, you are chaos. If it doesn't spin around, neutral. If it's clockwise, Law.
And no, you don't have to play King Mode to fight and get Lucifer.
It's less "mean" and more "truthful and not always respecting of traditions or the status quo". Aside from a few questions there's no real being an asshole-No real good or evil.
You don't have to answer EVERY question as Chaos-type responses. You just need to answer enough that your world map icon is spinning counterclockwise and then get the ending that Dahn lives in. Now start a newgame+ and in that game do all of Louis Cypher's (foreign blonde boy) case files.
Some of the walkthroughs of Gamefaqs make it seem like you can do it on the first cycle, and have to jump through hoops throughout the entire storyline to get him...is this true?
