So return responsibility for health insurance to the States, limit the State's Rights to regulate health insurance providers (allow consumers to buy health insurance from out-of-state companies that are not bound by in-state regulations), and get the Federal Government to regulate health insurance companies so they may not deny coverage for pre-existing conditions. Ok, makes perfect sense... SO NO CLEAR PLAN much like what America has now is your Plan. That is a plan I can get behind!
