opie and anthony got gagged by howard because they were the only radio djs that got to him. bubba attacked howard in the past and went nowhere with it. i could bet money howard would rather have o&a on his network than bubba but o&a got big on their own and really don't need howard's stern to have a great show. howard took bubba because bubba did have an audience but bubba could be easily controlled, as if you heard bubba on howard's stern, he always bows down to howard.
