I was able to get everything working. You need to have the old form of the STEAM Applications that have the CSS.exe in them. I still cannot get it working online though. I will be working on it within the next few weeks.

OK, where did you download the files from?

I got them from a friend that had the old version of the CSS folder in SteamApps that has CSS.exe in it. It's the same with every other steam game.
