Tomas is the agent assigned to them. The real Todd told the current Todd everything about his life so that everyone would believe he was Todd. Just a guess - I definitely think Tomas is an undercover agent though. A criminal's record wouldn't be "classified" - sealed maybe but classified?

Then there was a whole storyline of fake Roman trying to find out who he really was. But when real Roman came back (when the original actor returned to play him) - Marlena (his wife) left fake Roman & went back to real Roman - temporarily. In the end she ended up going back & staying w/fake Roman/John Black.
