It is japanese classic and famous Synth1. It is here implemented in Synapse Audio's Orion Platinum music studio but it should work in FL too etc.

It is just plugin so You'd have some music studio where to implement it..

Sounds very much like a voice, but I can't tell if there are any words or not. I imagine this was very hard to create. Very good job!
