As i've said those who are not qualified are not invited over you are only retested if you want a more senior position than the 1 you're qualified for, many have already received Western educations anyway. HIV testing is not needed for all healthcare, only when practicioners may come into contact with open wounds - thus if you refuse the test the work you can do is restricted & so most tske it.
