I agree that music is universal, it's just that I think Belgium followed their own unique blueprint throughout the 80's.
Starting with electronic pop bands like Telex and 1000 Ohm at the start of the 80's through to the IDM of Front 242 & A Split Second and finally the New Beat sound at the end of the decade, Belgium's sound was unique.

As far as songs go, there was Rhythm Device - Acid Rock, 101 - Rock To The Beat, T99 - Anasthasia, Praga Khan - Injected With A Poison, Modular Expansion - Cubes, Channel X - Rave The Rhythm, Cubic 22 - Night In Motion... And this!
Oh and of course I respect the late 80's UK scene, when Oakenfold and Rampling brought Acid House to England etc.
I was talking musically, as the UK scene was comprised mostly of American imports (Acid House) with only a few UK based acts. Belgium on the other hand had it's own legion of independently thinking musicians as I listed.
But yes, by 1991 the UK had catched up. I love UK rave (Altern 8, Messiah, Acen) as much as Belgian Techno.
