the way i understand it they shim the starters on some of these rigs because the clearance when the gears mesh is too tight. my friend has a couple chevy's and i asked him the same question.
that only applies if the starter has DO NOT USE SHIMS stamped on it if it dont got that shims are usually nessasarry for it to have the proper gear tooth patern and not bottom out in the bottom of the ring gear
Might wanna tear that motor down and rebuild it and afterwards give that carb a nice tune, and maybe play with the timing :)
