I belive if my memory servs correct; that it is very common for people to stop like this to see where they are going and take a look at maps. My dad once even Backed up off of an On ramp. Funny thing is no one beeped they went around like it was just another obsticale. That is what I love about driving in Italy! People don't give a crap just get out of the way when they want to pass. LOL
