For those of you who are not aware, which is almost all of you, there was a way to chant yourself to have 100% dodge chance at lower levels.. until it was nerfed via Diminishing Returns. You could do it on LIVE servers, for all those QQing about Private Server. Level 1 weapon skill had nothing to do with it.. It was an exploit.

@xXshadowmaskXx Na, back in like 06-07 WoW balanced dodge percentages so that level 19's had a decent amount, and then made it scale down as you level up, however they didn't look at the potential dodge chance for a level 10 which, with the best dodge gear was in the high 90's, there used to be dodge twinks in wsg but it has been nerfed for a long time.
