Bruce remained small, around 130 pounds, on purpose. He didn't spend a lot of his focus on weight lifting because he didn't want to get bigger. A lot of the muscle the fighters of today have is completely useless and just there for show, while every bit of Bruce's muscle served a functional purpose.
