I think what they're trying to say is that only we can prevent man made forrest fires, such as a tossed lit cigar, a unproperly put out camp fire, or an unbroken match. There is vertually nothing we can do to prevent the natural causes of forrest fires, such as a bolt of lightning, or dry spells. They are just trying to tell us not to be so carless in the forrest, and by doing that, not AS MUCH of our land will be destroyed. You would be surprised how much land carefulness can save you.
