Even if he was lip syncing, I don't think you'd be able to tell from the video itself. The person who uploaded it used the audio from Is There Anybody Out There? The Wall Live 1980-81, which is supposedly recorded on two separate dates in June 1981, while this video was recorded August 1980. The audio from the cd was placed over the video, which is why it doesn't sync up properly.
