Well, according to the map, you can catch it in just about all the waters in the game, but since it's edited from Feebas, I believe it switches location depending on the trendy saying. You have to fish to catch it, so all I can suggest is to fish in all the different water areas and hope for the best. :(
Nah, it doesn't specify different tiles, it just specifies the bodies of water. As in, it'll only appear on one of the routes that has water on it at a time. Sorry if I'm phrasing it confusingly. :/
And I found mine on the water route that's outside the town that's always raining. Sorry I can't remember it's name, haven't played in a while.
I believe I used the highest caliber one, I forgot it's name, but it was probably "Super Net" or whatever net is called in Spanish. Although you might want to try your luck with the "Good Net" or whatever it's called.
