A wise ally is one that never ASSUMES that whatever they do they will be supported. Communication and consensus was what a good ally does rather than blindsiding a senior official of the ally country. Even if they were going to go ahead with the construction, they should have waited and then made a public announcement citing that they were aware that the US opposed the action and explaining their reasons.
