Yeah, here in California if somebody has an "11-99 Foundation" license plate frame on the rear part of their car then they can't get arrested or pulled over by cops. But it's very hush-hush. If you ask any CHP about that they'll tell you some completely false answer.

They are special plates to recognize diplomats' vehicles. Normally, diplomats can't get arrested or pulled over by the cops. I don't know everything, but I guess it's just so they don't get bothered, and they can park pretty much everywhere lol.
