Tornados are pretty random. I know a lady who's boathouse got sucked away, but the boat was left, and one of my friends had a tornado hit her neighborhood, yet an empty Burger King cup was left in the EXACT SAME SPOT on her front porch. So yeah, I can believe that the car wasn't picked up.

That's not a tornado, but a gustnado, wich has more in common with a dust devil than a tornado, and is spawned from ground in the gust front. They are weak, like F0 or F1, so they cannot lift a van. For more information, search for gustnado on the Wikipedia.
