The universe was created in 6 days as described in Genesis 1, with God resting on the seventh day. It was not created via a physical process. The laws of physics are evidence of the "holding together" of the universe, as stated in Col 1:17. Hope that helps.

The laws of physics do not apply to the creation of the universe, which is what I meant when I said it was not a physical process. For example, the 1st Law of Thermodynamics says that matter-energy cannot be created or destroyed, and the 2nd Law of Thermodynamics says that systems tend to increase in disorder), so the speed of light may not apply (it may have been whatever it had to be then), as laws of physics did not apply then.
