Basic crowd control 101. Police need to start near the rear, not the front, of these crowds. The people in front are being driven by those towards the rear, so move those in the rear out of the way first as you work towards the front. Of course, don't let those separated in the rear form again into a new crowd. Instead, keep them separated into smaller groups which can be managed more easily.
I was pushed forward as the crowd surged from behind trying to get on the train at beijing station in 2000. Also at Tianjin station when we just got off the train, we were swamped by all the people who were trying to get on the train, all of them were running in a mass flock and i was caught right in the middle of it. People were pushing and shoving trying to get on the train and the train conductors were trying to calm everybody down.
well it is an stampede is not that they don´t care, it is a chain reaction, people stars pushing in the very back and the people in the front get the crushing energy of hundreds of people, you can´t stop because you are being pushed too, like a domino effect.
