There we go again. Labotomized Congolese politicians passing inane laws. The majority of the population live below the poverty line, the whole country is in a sorry state of disrepair and all DRC politicians find time to do is pass laws stipulating that it is illegal for musicians and comedians to give a "shout out" to politicians.
