America has a tax to GDP ratio of 28 (30-40 countries are higher), China 12 - so granted that is a factor - But to compete with China means alot more than lowering taxes. China is shouldering a huge burden for us in the west, environmentally, socially etc. But America has its loopholes that make corporate income tax virtually non-existent anyway. Some of the biggest pay none.
