The Quran is said to have flown (run) only one-way from Paradise to mankind with no human input. In places where the Quran may seem like a human input, Allah crossed out the notions with instruction to Muhammad: Say (O Muhammad) to ensure that the Quran is not from man. Surah 1:1-7 is troubling as it is a prayer for guidance. This is an entire surah (chapter) unto itself with no Say (O Muhammad) Two questions: (1) Is this Allah praying? (2) Is the Quran partly mens input?

Basically it's prayer just like you said, that's why it's the opener chapter ..and it's the opener of the prayer..
and yes Allah praise himeself all through the quran .. now ..this surah in particular is called the mother of the book.and in it Allah teaches us.. how to make a prayer . is by praising Him .. first ..and then adress our needs..and the first thing is guidance.so.that's why in the end we say 'ameen/amen'' ..we read it in each rak'ah of the prayer.. *to be contintued
