In both cases the subsequent investigations by independent HR organizations and UN found this to be false 90% of the time. Civilian deaths happen in every war fought in a population center, especially when the enemy that you are fighting exploits its civilian population by using them as human shields. It's absurd how often people throw around the phrase "'war crimes" when describing any military action that Israel takes.

The correct approach to insure minimal civilian casualties is ground troops. There was no modern army to fight against and thus no need to take out air defenses, tanks and artillery pieces.

It's impossible to investigate a rumor without information about the time, place, names of victim, names of soldiers, nothing. If it's true people should be punished. IDF is making a serious effort to find out the facts behind the deliberate killing stories. Things like damage to property, shouting at people and accidental death are unfortunately unavoidable in warfare.

The only legal restriction on the use of white phosphorous comes from the 1980 Geneva Protocol III Prohibitions or Restrictions on the Use of Incendiary Weapons, a treaty which Israel is not party to. Israel are operating within the boundaries of international law when using white phosphorous as a smokescreen and it has been Hamas decision to fight in the most densely populated areas of the strip and so the injuries are more a reflection of Hamas disregard for civilians than of Israels guilt.

I don't like Hamas and I think what they are doing is counter productive. But I don't like Israeli policies either - policies that have seen over 24,000 Palestinian homes bulldozed, at least 1 million olive & fruit trees uprooted, mosques & schools destroyed etc. If Americans were under a similar brutal occupation I'll bet we'd be even more violent that Hamas and you yourself would probably take up arms against the occupier. No, I don't like either policy particularly. But you must accept that if Hamas were as well equipped as Israel, the destruction they inflict would be far greater than the damage Israel inflict. Hamas do everything within their means to damage Israel in any way possible and Israel defend themselves. It was Hamas who were elected democratically and the citizens of Gaza must take responsibility for the fact they have elected a government who wants to destroy Israel.
