No, the card goes to the person who returned it to it's original form.

Li used his lightning element to return thunder to it's beast form, it went to him.

He used lightning when caught in the storm card, he returned it to it's original form, the card flew to him when sakura sealed it.

And in this episode Ms. Makenzie "solved" the maze, therefore putting it back into the maze cards flux state meaning the card goes to her.

@XfishX My guess is that the cards can only go to someone with magical power; although Mz McKenzie isn't a cardcaptor, she obviously has strong magic, whereas Madison has no magic power, hence the cards could go to Mz Mckenzie but not Madison. That's my guess, anyway.

@slave123ful Well, the card technically goes to the person who made them reveal itself, which in this case was McKenzie. Although, I do think that whoever gets the card has to have some form of magical power, as Madison made the Song card reveal itself, but it went to Sakura.
