I disagree. His words suggest, in a rather obscure way, that he is a dictator, but are more to show that the Terran are uniting under his reign for a common cause. It's more of a rallying speech, if I can put it simply.
He say, "The time has come, my terrans, to rally to a new era; we will form an indivisible hold, capitulating from a single throne, and from that throne, I will watch over you."
He's basically saying that he has the power to protect the citizens and win the war.
While I agree he ended up a dicator, I also agree that this speech is merely a rallying speech. The Terrans were all over the place before the dominion and this was exactly what they needed to join together to battle they're enemies. Besides, as bas as he was, the Terrans were better off under him then under the confederacy.
You mustn't have noticed that during the speech, while we hear him say Terrans need to stop fighting each other so they can face the Zerg and Protoss, we see his battlecruisers shoot down enemy vessels. "My enemies are keeping us from being strong enough to fight our most dangerous enemies" is a dictator's excuse, like Bush's and the next President's for the war on terror.

hey guys ive always wondered...the overmind is never shown until u get it on auir..so..where was it commanding its armies because there was no sign that it was staged on char. although its possible its on zerus or w/e the orginal planet name was (forgot already >.<)
