I don't think they meant to signify that the EV1 was bad, I think they just wanted to show that the character was too absent-minded to set the parking brake. Lol.
And they also do that in a lot of movies; notice there's no GM logo on the front as well. It's possible that there were certain legal issues with using the car, and anything such as that would have to be removed from the car.
If they wanted to make a car look bad, there were certainly better choices than an EV1. They could have had him driving a wrecked 80s Ford Escort with a blown cylinder head and an exhaust leak that stalled at every red light. =]
