Why Japan hadn't accepted European help mostly? I presume most countries were ready to send small special rescue forces there. They were thankful but currently they are unable to accomodate foreign helpers as everything is occupied and the govt don't have the capacity to coordinate everybody. I'm sure they will accept the help later on.
