That's why you always, always have something to chock the wheels in place for when the truck goes upright.

As for the brakes holding it, they were probably caged. You take a special "T" shaped bolt, insert it in a hole in the air can, and through a hole in the plate in front of the brake spring. Turn the bolt a half turn so the T on the head catches inside, and tighten a nut on the outside to pull the parking brake spring into a retracted position.

Shame that happened, I feel bad for the tow man. A quick way to set the trailer brakes would be to disconnect the red emergency/supply line. Then when the truck is righted you can be sure it wont roll away (unless the trailer brakes are shot) and you can then set the tractor brakes safely.
