This video's description is completely false. Just go to Snopes dot com, search "Phil Collins," and the first result you'll get will be a thorough debunking of this myth about the inspiration for this song. Collins himself has stated that the song is about the breakup of his marriage.
The song is about his bitterness and frustration over the end of his marriage to his first wife, and are not based on any specific event. That being said, I was expecting this video to be some sort of proof of your accusations?
Actually, walking down a street can be probable cause to stop someone. It just depends on time of night, what street as well as type of crime the area has recently been been hit with.
@sbisk It it certainly not probable cause to handcuff somebody.Terry Vs Ohio (1968) for example. A consensual contact situation would have been acceptable.
@caryandrewcrittenden - If for instance someone is walking down a street that is known for car burglaries at night, or drug dealing or whatever......and lets say its 2am. A reasonable person could certainly understand that stopping that person makes sense. A person out walking that street at that hour gives the officer probable cause to stop and detain them.

Just walking down the street anywhere at any time in any neighborhood in this country is not PC to stop.
