Well, it is, by definition a water spout, a tornado/water spout forms when a strong current of air is rotated vertically in the atmosphere, what we had here, was the horizontal pull or air(engine), and if you are close enough, it is a vertical current, thus making it look like a water spout, and if it were over desert sands, it would look like a tornado, however that is not good for the engine, because as it makes that water spout, it also bring in to the engine whatever dirt it in the puddle.
