According to Captain Edward Spangler (as quoted by the Philadelphia Inquirer), every cop in this pig's former district (the seventh) extorts bribes from illegal gambling operations. Spangler should know, as he spent five years in federal prison for doing just that. Of course, Spangler was just a scapegoat. The recent arrests of several Philadelphia cops is a laughable attempt to give the illusion that their filthy department is being cleaned up. Curiously, over two thirds of the scapegoat arrestees have been minorities, even though the most corrupt cops are white. For every token prosecution of a cop, there are thousands of cops committing the same (and worse) crimes who do not even get legitimately investigated, much less arrested. Where is the video of Officer Shwarz beating and falsely arresting a Uhaul employee last year? There actually is such a video, which is why Shwarz got arrested. He had previously murdered a 15-year-old for the "crime" of holding a clothes iron. Shwarz was the recipient of dozens of citizen complaints, all of which were covered up. I am surprised that Shwarz was not promoted in his 21 years of framing and murdering, as those offenses are usually rewarded in the Philadelphia Police Department.

There was no police bravery involved in this incident. The pig casually exited his car, nonchalantly pointed his gun, and waited for backup pigs to arrive. The civilian thug immediately complied with the pig's orders and offered no resistance whatsoever. How exactly is this pig a hero for doing the job which he is PAID to do? The pig now gets to spend dozens of hours in court waiting to give his few minutes of actual perjured testimony, collecting time-and-a-half for overtime, no less.

Where is the video of Officer Shwarz beating and falsely arresting a Uhaul employee last year? There actually is such a video, which is why Shwarz got arrested. Shwarz murdered a 15-year-old in 2007 for the "crime" of holding a clothes iron. Shwarz was the recipient of dozens of citizen complaints, all of which were covered up. I am surprised that Murderer/Aggravated Assaulter Shwarz was not promoted in his 21 years of framing and murdering, as those crimes are often rewarded in the Philly PD.

Extrapolating, using the Philadelphia Police Department's own statistics, 4.8% of pigs will be arrested. Also, a major study evidenced that only 8% of police crimes will result in an arrest. Using the aforementioned set of data, assuming a proportional distribution of crimes committed by cops arrested and those not, one could logically conclude that 60% of cops are criminals. That percentage is probably 100% if conspiracy and aggravated perjury are counted (re: the blue wall of silence.)

Also, 36 Philly pigs have been arrested in the last two years alone, which equates to about a 5% arrest rate (factoring in the 16-year average pig career.) Since only 8% of corrupt cops are prosecuted (as per a large study), that amounts to 60% of cops being criminals. Empirical evidence supports my contentions, whilst only arrogance supports yours.

For every Officer John Baird or Edward Spangler who gets convicted in federal court of perpetrating felonies against the taxpayers who pay his salary, there are hundreds of other pigs who commit the same or worse crimes who do not even get legitimately investigated.
