It really ticks me off when people over-correct others. Yes, you can translate the title of the song to "I can't speak French" if you want to. Just because it literally means "I don't speak French" doesn't mean that you /have/ to translate it that way. It sounds better translated as "I can't" anyway.

They say Je parle pas francais. In spoken french you generally drop the ne. In the case of 'Je n'aime pas tu copine' by avril lavigne it's either regional (she would know Canadian French) or for better flow than 'J'aime pas tu copine'.

Technically it should be "je ne parle pas francais" yup, but its the "pas" bit that makes it can't more than the "ne" and apparently in everyday speech, French people often miss out the "ne" bit, which is used mainly in written French.
