you should obviously add the ethanol to another beverage like soda. with vodka, you are diluting the beverage with unneeded water and therefore have a weak tasting drink.
pure ethanol will not make you go blind, you were thinking of methanol. methanol is a completely different molecule and is a byproduct of fermentation but can easily be boiled out of the solution due to a lower boiling point.
when fractional distillation doesn't fully remove the ethanol it becomes a byproduct
when ethanol is mixed in the drink such as vodka, its ppm goes way down to where you would die of drunk-ness before the ethanol even takes any effect on you.
the CDC has a report saying that ethanol is poisonous above 1000ppm
Alcohol isn't part of the alcohol family, it's the name for the family, any organic chemical with an OH functional group is an alcohol. It takes like 2 seconds to wikipedia this stuff, how can you get it so wrong?

Hmmm, vodka as the solvent. That's a useful idea, though let me say I'd think that the people doing that would get a slightly stronger kind; it's not that hard to get 80% here and I'd assume 50% almost anywhere, so...
Also, because of it's purity, vodka is often used in infusions, where a particular natural flavor is added as an impurity to an alcoholic beverage, often by simply soaking the additive (like apples, spices,or peppers) over time.
There are also "impurities" other than ethanol and water, but since vodka is considered a neutral spirit, the goal is to make it as close to pure ethanol and water as possible. The way that, say whisky is different than vodka is entirely a result of impurities that are not distilled out. In whisky you want a lot of impurities, and in vodka you want very few.
That would very much depend on the type of vodka. Pertsovka, my favourite vodka, also contains red peppers although it could be argued that this is a negligible part of the liquid.
40% is a guideline not an exact proportion you get in distilling. The percentage is often much higher in the first stages of distilling. You obtain this this 40 % by either adding more water or a lower alcoholic vodka (often same source, later stage). Indeed alcoholic beverages are mainly water and ethanol, but that is simplifying. There are also a lot flavours that evaporate and condense in the process. If it was merely water and ethanol it would taste like rubbish. Trust me, I make this stuff.

Yes it is true, it's usually distilled till about 95% ethanol and then diluted with water to about 40%, so it contains quite little impurities.
